Yeah, I don't think the developer program will work, nor will the way we
have mirrored things. However, the Open Source Infrastructure program
might apply?

I'd say start there and if that doesn't work we can discuss internally
and find some way to make it work. ;) 

I think it would be great for copr to do builds against RHEL, that would
really help the ecosystem.
