The developer account is limited to 16 systems and is tied to an individual. You are going to need more than that for COPR, and having it tied to Frosty or you or Pavel means that they can never leave the group :). [You know the mock internals much better than me ... but if you are using the mock subscription method for the certs to get the items in AWS, doesn't that mean that you would need to have those boxes be RHEL-8 and their system key be used.]

For mass access like a project you will need to explore a different account for a 'project' subscription. I think you work with Bex or others to get that in place with the business units but I am not sure. Something like the koji method might be possible but it would require a dedicated 'mirror' host in AWS or other places which would mirror the packages and then allow the clients to use them. [This is mainly to cut down the network transfer fees in and out of AWS.] This would have a dedicated IP address to allow for ip rules so that pulls could be allowed. Transient copr build guests would just talk to that box.
