Anitya 0.16.1 (release-monitoring.org) deployed on production

Hi everybody,

I want to announce that the Anitya 0.16.1 was deployed on
production (https://release-monitoring.org/)

The main change is conversion of cronjob, that was checking for new versions, to service, which is more reliable.

This version also solves the issue with error 500 when accessing packages within specific distribution.
