It turns out that the MODULEMAPPING has been modified. Rectified the problem by using the default value. Thank you.

The only guess I can make from what you have given is that maybe you
have modified MODULEMAPPING, or maybe MASTERMODULE, so that it isn't
able to know that the "fedora-epel" module is in a directory called
"epel" under the master module.

In general you should never modify MASTERMODULE unless you're a tier1
mirror yourself and are pulling from fedora-buffet0 instead of
fedora-buffet. And there's no reason to ever change MODULEMAPPING,
either, unless you're repurposing the script to work with some
non-Fedora mirror setup.
