Pretty sure that upstream defaults to offi so our packages do too.  Sometime
in python-3.x the default was changed to random.

Test:
for i in `seq 0 10` ; do
  python -c 'print {"a":1, "b":2}.keys()'
done;

If all your lines are ['a', 'b'] then it's not on by default.
