Freeze break request: Move staging to partner-bugzilla

Hello,

I would like to request a freeze exception to modify phx.pp in puppet to make staging use partner-bugzilla.
This should not modify anything on production hosts, but since this file is also used for prod hosts, I thought asking would be safest.

Hereby the patch I intend to apply:
