Outage Info

I've created a wiki page:

Has information for both admins and users.  I've also altered the Outage 
Template to include a ticket link.  All planned outages in the future 
should have a ticket associated with them for more information.

Feel free to alter / update the Outage SOP.  It is a wiki for a reason :)
