It points to out-of-date files from Nov 2006 just like the daily
checkout seeds:

The opened ticket has not gotten any attention yet.

There's an open ticket about this, it gets brought up about 3 or 4 times a year. So far no one has fixed it though. I'll try to take a look soon, I don't even know what these do or what fixing them gets us.

Who offers resistance to simply deleting these broken services?
No one has.  So they just kind of sit there broken.
