#53: Prioratizing bugs for Fedora 23 release

As of now we have 317 bugs open under internationalization category. Off
course its difficult to resolve all these bugs since there are some
dependencies on upstream.
Good to prioritize some bugs for particular release of Fedora from this
list and interested members can take over on some bugs.
It will serve 3 purposes.
1. Give better idea about which bugs we are going to fix for Fedora.
2. New members interested in working on i18n issues can take over some of
bugs from list and experience members can mentor him for it.
3. Bug triaging as well :)
