Playing around a little more brought me the answer. That first listing is for setting the console kbd mapping, I've added the cn.map.gz and it loaded it (though it doesn't seem to work anymore, that's next on my list). Once I have this working, where should I post it?

I called the entry "cn" and it shows up fine in the system-config-keyboard but then after I select it, I get an error about not being able to open the file cn, it then runs setxkbmap which seems to work fine.
