I cannot reproduce the issue. The package is properly listed in the repository
metadata
https://download.fedoraproject.org/pub/epel/8/Everything/x86_64/repodata/*-primary.xml.gz,
e.g.
<https://sjc.edge.kernel.org/fedora-buffet/epel/8/Everything/x86_64/repodata/894cf5692655e6208a7ede191e35e2bc7aacaa83b876f4e2a8c3735ead1e7b06-primary.xml.gz>.

What mirror do you use? https://download.fedoraproject.org/ redirects away.
It's not the final location.
