Thank you. Now I'm not sure who is able to make final decision :)
I see on https://admin.fedoraproject.org/pkgdb/package/rpms/perl/ that perl
maintainer is Jitka Plesnikova.
Is she around or someone else can make decision about commintg my patch and
commit it? (I have no admin access to perl .. should I request it to commit
this patch?)

PS. Maybe I should not mention this old ticket on the beginning of this ticket
but please understand on submitting my patch I've been trying to prove that
I've traced original reason why those Requires lines has been added, that I
understand those reasons and present as well that those manually added
dependencies can be now removed :)
