Build errors finding javax.annotation on rawhide

Trying to build a new version of eclipse-ptp on rawhide, I'm getting:

Seems like javax.annotation is in /usr/lib/jvm/java-1.7.0-openjdk-1.7.0.17.x86_64/jre/lib/rt.jar, so what's up?
