If that's the sole motivation, then making Atomic 'release blocking' is
not the only possible solution. We accept fixes for both 'release
blocker' and 'freeze exception' issues during freezes. Atomic-specific
issues can be nominated for a 'freeze exception' with no changes to
existing policy or process needed:

Though we could add some explicit wording to the 'Freeze exception bug
principles' on that page to make it clear that critical Atomic bugs are
strong FE candidates.
