The unit tests use mock data; the issue you saw was a bug in one of the libraries cloud-init uses to run them. cloud-init-0.7.8-5.fc25 disables the broken tests and resolves the loop. I encourage you to test it and provide karma here:

In Rawhide we also discovered a different systemd dependency issue caused by a change upstream. cloud-init-0.7.9-2.fc26 contains a potential fix for this so we can hopefully keep things rolling, though upstream discussion on the matter is still ongoing.
