It should only require the OpenvSwitch plugin/ I think that this
requires the openvSwitch. We should open a bug to fix this.

Yep, the plugin requires openvswitch, this is "new", I remember this
wasn't the case a month or two ago; you guys are probably getting
ready for EL 6.4; but anyway, quantum-server-setup should not require
it, what if people want a controller node only?
I'll just continue with the instructions in the quantum-server-setup,
skipping the vswitch part for now.

See comments I've added to the bug regarding the explosion of
sub-packages this could lead to. I'm not necessarily opposed to this,
but we need to weigh the pros and cons of tripling the number of packages.
