Take a look at:
http://bazaar.launchpad.net/~cloud-init-dev/cloud-init/trunk/view/head:/cloudinit/sources/DataSourceAltCloud.py

RHEVm and vSphere, which use CD/Floppy, are supported there.

Perhaps you could simply add a check for oVirt and use the same code to
pick up
the user data from CD/Floppy.
