I use two RPi4 with f33 and I didn't come across your issues, even after few re-installations. I suggest you use Raspberry Pi Imager to write your disk image, as from my experience it is the best disk writing tool if you are using a GUI, otherwise just use dd. I can assume a bad write could present you with such issues.
