I worked out how to get my pi4 working the 5.6.2-300.fc32.aarch64 kernel without a reinstall.
The kernelopts line in grubenv in my install was
kernelopts=root=UUID=72375f48-5ce5-49c8-b5df-88d8afcd2122 ro cma=192MB
which worked with 5.6.0-0.rc2.git0.1.fc32.aarch64 but not any later kernels I tried. The newer images don't have the cma=192MB option and if I remove that (I used grub2-editenv but it might be better to remove the GRUB_CMDLINE_LINUX="cma=192MB" line in /etc/defaults/grub and rebuild the grub files with grub2-mkconfig) then the pi4 boots successfully with 5.6.2-300.fc32.aarch64
