It's already built for F-29 [1] it's just not made it to the F-29
repositories yet, but it was built within 90 mins of the F-30 build.

Ultimately if it's an upstream pull request for some feature
of fix it will make it when the maintainer lands it. When ever that
might be, it's up to the maintainer of openssl in Fedora and, as shown
by the builds, they're fairly up to date a the pre9 was built the
morning after the upstream release. Ultimately it's part of their job
but not the only part and they will do it when they're ready and able
and as history has shown it will appear in Fedora 29 as soon as the
process enables.
Considering the closeness of the times, it may have made it. Or perhaps
not. I will check out the pre9-1 when it lands in F29.
If you need something quicker or something with specific pull requests
in it I suggest you investigate how you can build the package yourself
to enable testing schedule otherwise you'll just need to be patient :)

One of these days, probably when I retire in a couple years, I will work
at picking up this skill set. Right now this is one of many tasks, like
everyone else here, that I have in the hopper and I just might have to
wait until a pre9-2 build.
Actually, I need to step up my game and work on my build skills. I need
them for another project. Sigh.
