Ultimately if it's an upstream pull request for some feature of fix it will make it when the maintainer lands it. When ever that might be, it's up to the maintainer of openssl in Fedora and, as shown by the builds, they're fairly up to date a the pre9 was built the morning after the upstream release. Ultimately it's part of their job but not the only part and they will do it when they're ready and able and as history has shown it will appear in Fedora 29 as soon as the process enables.
