you are free to disable delta's for yourself. you can do so by setting

Yes I know.  I have done this.  Just observing what may be obvious
to many here.
We've had a lot of debate over this. Bottom line is that bandwidth is
still expensive and slow in many places, so this default is safer.

Here at the IETF, even in Hawaii, we have LOTS of bandwidth. At home I do not, but I suspect that even so, it will make a difference.

Just one more item. I am adding a little script to set this easily on each build.
