Many RPMs are looking for an installed RPM called kernel-devel, but the installed package is called raspberrypi-kernel-devel. This prevents me installing many of the available RPMs.

This was the issue, I referred too earlier, workaround was with a direct koji path rpm kernel install, then also picking up the headers & devel using yum. The rest followed nicely for a complete update ;
