Looking at x86_64 build in koji, autoconf gets pulled in as a dependency
for some other package. This doesn't happen for aarch64 for some reason.
There's a long list (190) of packages which get pulled in to satisfy the
buildrequires, but I'm not sure which one pulls in autoconf/automake on
x86. This may have been seen and fixed in rawhide:
