We have recently been doing F-10 bootstrap build passes and a ton of packages have been built. They should hit the repository in a couple of days. In the meanwhile, you can download the tcpdump rpm for F-10 from the Fedora-ARM koji:

Thanks Kedar I did want tcpdump, but I noticed it was not present in the http:// view of the repo either, so I confirmed it was still a problem even using telnet. But Lennert's fix was the underlying problem.

It's good news about the mass build I will keep an eye out for that.
