I would simply make s/FPL/Council/ to avoid SPOF.
Off course, by default the FCAI will be the one who oversees the
process on the behalf
on the council. But the council could delegate that task to someone else.

The council should be jointly responsible for all the actions of its members.
Members are designated in order that we could fully trust them to take
appropriate actions and discuss important topics with the council when required.

I'd rather have the council as a self-organized team than a structure
with strictly defined roles.
That's the best way to ensure that there will be less failures and
make the better use of everyone.
