Just a note of comparison as the CentOS Board uses a similar 72 hour
timeframe for decisions.

The goal with that timeframe is to set a /bottom/ so that in the very
rare case that something must be decided upon immediately, it's
possible to get things discussed and closed in a timely fashion. The
Board must still reach consensus within that timeframe, but is
permitted to use the 72-hour rule to skip a vote from an unreachable
Board member if that is necessary.

That said, in the CentOS Project model, it is the Chair's
responsibility to track down people who haven't responded. Even when
on vacation, most of the time people are reachable within that time
period. The Chair needs to get on the phone or whatever, talk to that
person, get their decision, and report it back. So it would be very
very very rare for a vote to happen in that "needed immediately"
fashion to actually exclude a member.

In practice, discussions are allowed to go on for as long as necessary
to reach consensus, not bound by any time rule other than general
expediency and related to the topic at hand.
