@Bruno: Paul answered your concerns better than I would have.

We didn't aim to build a perfect governance model, but a more
efficient organization able to set a shared vision and making things
happen. Nothing is set in stone, may the situation change, the
organization may change too.
As someone said, the new council is to be the FPL "eyes, ears, arms
and legs", he doesn't have to do everything but rely on leaders who
are both trusted by him and the community.

AFAIK, having a stronger leadership is likely to prevent the FPL
burnout by allowing him to focus on strategic planning and gathering
people toward common goals rather than running wildly behind each
individuals.
