 during a meeting back in January.  Specifically "The board believes that
 shipping repository metadata that points at non-free software is
 incompatible with Fedora's foundations".

 GNOME is doing exactly this, now.  There is metadata being shipped in
 Fedora that points users to non-free software (software, that is in this
 case SaaS).  This is not an opt-in solution and best I can tell there is
 no way to opt-out (I've not tried to remove the metadata file so I don't
 know if that would break functionality).
