As a multi-term election wrangler I want to be clear that the election wrangler organizes the election and coordinates with all the concerned parties but does not set election rules. The election rules are set by each governance body to suit their needs. I don't know that we would want to organize committee rules from some other committee although I wouldn't mind seeing a group of concerned Fedora folks work on the elections as a group. I think it would be more convenient for those who do participate and even if it didn't increase participation I think it is a pretty good idea anyway. I am not sure how hard it might be to change the voting app to accommodate it though.
