I'm kind of siding with Jared here, I think: the barriers to travelling to North America aren't just financial. People are likely to feel more comfortable in general travelling within their region, it's likely to present fewer logistical difficulties, and there are language issues to consider too - maybe at regional FUDCons it's easier to do things in languages that are common in the region, or at least find others who speak your language. And I think the cost issue Matthias points out is another big one - as he says, $20k actually doesn't go very far towards flying people around the world.
