I wasn't talking about packages with actual content. The generic
package family is constructed so that the trademark encumbered fedora
packages are not accidentally pulled in as the only package which
fills a specific dep.. like the system-release or system-release-notes
dep.  The exist as stubs to ensure dep closure for spin developers.
