Sure, for small stuff that fits on fedorapeople that would be overkill, but for a official KDE4 overlay repo for F8 it would be worth the trouble (or AIGLX for FC5, which was similar) That's a whole lot of work. Reusing parts of the Fedora-intra would make such things a lot more easier.
