There's two sets of issues, I'm guessing: packaging (technical) and licenses (legal/policy). Which are you more concerned about? Because they're probably separate conversations.

The mention of ForbiddenItems seems to imply the latter, though imo, both issues can/should be addressed by the usual package review process.

In the meantime, Margaret, I will volunteer as liason for your questions/concerns.
