yep, one would think this would work out great, but there's perhaps a clarification needed, -the distro dir should look like this in the end result right?:

RPMS
base

or should I be higher up?

you can usually just FTP to these mirrors and grab the appropriate path
from there.  in this case you can actually goto
mirrors.kernel.org/centos via http as well.  then drill down to the
branch that you want to sync and you should be able to use that path for
your mirror switch.
