I just tested 

rpmdev-vercmp 1.el8.next 1.el8
1.el8.next > 1.el8

rpmdev-vercmp 1.el8.next 1.el8.1
1.el8.next < 1.el8.1


so rpmdev-bumpspec --rightmost is enough
