18.1.0 was release on 2018-05-03 , but centos 8 have 17.04

in 2019-02-25 we have the first update of python-attrs to 18.x


python-attrs is shipped in the base distro so EPEL can not easily replace the package. You will need to work with the upstream RHEL team to see if they can update python-attrs OR you will need to update your python requirements to python38 or python39 whose modules come with the 19.3.0 and 20.3.0 respectively.

 
Remember python-attrs don't have many deps , what  I can do to have it
updated at least to 18.x version released at 2018 / 2019 ?
