python-attrs on epel very outdated

Hi,

looking to 
https://koji.fedoraproject.org/koji/packageinfo?packageID=22940
and
https://www.attrs.org/en/stable/changelog.html 
and
https://git.centos.org/rpms/python-attrs

18.1.0 was release on 2018-05-03 , but centos 8 have 17.04

in 2019-02-25 we have the first update of python-attrs to 18.x 

Remember python-attrs don't have many deps , what  I can do to have it
updated at least to 18.x version released at 2018 / 2019 ?
