Is this needed to allow building EPEL 9 packages from RHEL 9 system? Should that indeed be the minimal requirement?
Because AFAIK we don't need fedpkg in EPEL 9 to build packages in mock/koji, just fedpkg-minimal, epel-release and epel-rpm-macros (+ eventually other epel packages required by that one, but I imagine that to be zero at the start).
