EPEL 7 - Packages that won't install - Pass 1

Hello,
With the release of RHEL 7.7 and CentOS 7.7, it is time to do a check
of what still installs, and what doesn't.  The good new, is that this
isn't as bad as it was with 7.6.  But, there are still some problems.
Below are the packages that don't install because something is
missing.  Either a package went away, was never there, or was updated
to an incompatible version.  Fixing these packages fixes many other
packages that depend on these.
In a day or two I will start filing bugzilla's if these packages are not fixed.
