All I see is this
https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2019-70dbc966dd
which is not an override, it is an update.
As an update, it just stays in -testing, and doesn't go into the
-build repo until it is done testing and pushed to stable.
