x86_64 gets python-devel-2.7.5-80.el7.x86_64

It seems that the ppc64le build has the arched package from RHEL 7.7 but misses the noarch packages from RHEL 7.7 and the x86_64 builder just has pacages from RHEL 7.6 altogether.
