This was caused by us not updating the local redhat-release-server
version we built in epel7. Why, you might ask did we do such a thing?
It's because aarch64 came in with a newer redhat-release-server that set
the dist tag to 'el7a'. Since we did not want all epel7 builds to be
el7a, we built a newer one in epel7-build with that set back.

Ideally we would come up with a better solution here, possibly in
epel-release so we don't need to rebuild this weird package every RHEL
release.
