Major Mono update for EL7

Hello,
I have pushed the Mono 4.6 package to epel-testing on EL7.

This update will sit in epel-testing for a significant period of time to allow adequate notice and time for testing. I hope to push the update to stable at around the time when CentOS 7.4 is released.

As far as I can see, no rebuild of other EPEL packages depending on Mono is required. The current version of Mono in EPEL is 4.2.

I have chosen Mono 4.6 over 4.8 because Debian Stretch also comes with Mono 4.6, and we can somehow expect long term support for that release.

An advantage will be that we will be able to offer Mono for the aarch64 architecture as well, starting with Mono 4.6.

Please do test thoroughly, give positive/negative karma, and open bug reports.
