Major par2cmdline update for EPEL7

Hi,

new version of par2cmdline (0.6.14) is available for testing in EPEL7:
https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2017-a952af80fb

I've decided to to this major update because:
- It switches to the more actively maintained fork: https://github.com/
Parchive/par2cmdline.
- The version that is currently in EPEL7 (0.4.tbb.20100203-19.el7) was
reported to not repair files and even leave them in worse condition
that before running par2cmdline: https://bugzilla.redhat.com/show_bug.c
gi?id=1197560.
- The new version (0.6.14) has been included in Fedora 23+ since Nov
29, 2015: https://bodhi.fedoraproject.org/updates/FEDORA-2015-d36d127ea
7 and there were no reports of major problems.

Since par2cmdline is used for recovering corrupted files and as part of
backup solutions, I'm emailing this list to warn people about this
update.

To give enough time for thorough testing, I'm planning on leaving this
in testing for at least 2 weeks. Please, test and report back!
