It also contains a lot of people who aren't active in Fedora anymore and people who might have changed their minds. I think that we have pkgdb and other tools supplants this. I picked up most of these documents by looking at https://fedoraproject.org/wiki/Category:EPEL I expect that is the top of the list as there are probably documents with no EPEL tag that people think are canonical.
