OK, got the fix and test it: it works like a charm.

Somebody did bugzilla the problem:

I got the patch from the git, applied it to systemd-212-2 and rebuilt
the package and IT WORKS fine.  Need to raise the priority of getting
this into rawhide sooner rather than later.
Looks like there is finally new systemd build for rawhide:

The changelog mentions some udev related fix, so hopefully it means it
has that patch.
The changelog documentation could be better but systemd-212-4 and friends now work OK.

That is, no more "udevadm settle --timeout=300" messages.
