"format" means the same thing as filesystem, almost. It's used in a more
general sense to refer to initializing or clearing the data on any
device. So a format could be a filesystem, or it could be LVM physical
volume data, or volume group data, or btrfs metadata, or anything else
that modifies the data on a device that is not creating or destroying a
physical partition.
