So here's an idea, having the Anaconda UI language selection up front
(this is ~60 languages from the lang table), then in the main hub (hub
#1) making some default choices in the language & keyboard layout
screens based on that choice:

So the idea us designers and Chris have been talking about is having two
hubs, hub #1 is for the required essentials, hub #2 is for the stuff
that's not required for install. You can fill out hub #2 while the
install progresses, or you can fire and forget it, and if you don't
touch hub #2 at all, we present it to you as a firstboot UI.

So as Will suggested in this thread earlier, firstboot would then also
have a hub & spoke UI. It'd be equivalent to the hub #2 UI from
anaconda.
