While init.c has its own built-in syslog functionality, s390 went into
the race without any syslog. As you know, we have quite some issues with
network during installation on s390, which are hardly possible to track
down without any kind of syslog facility in initrd.img since NM messages
only go to /dev/null.

No. It's too late to introduce anything like that on rhel6-branch. Debugging
NM is hard, I know, but we should have changed this earlier in the development
cycle if we don't like things now.
You know, just like there is a standalone version of shutdown.
